A National Park Service letter on the Escambrón parking expansion has left the underlying dispute unresolved, with the agency saying it never received formal notice of the project and Mayor Miguel Romero calling the letter a vindication.
NPS acting associate director Donald Leadbetter wrote that the agency has no record of a change-of-use request for the federally assisted recreational land at Parque Tercer Milenio, and said it lacks enough project and lease information to determine whether federal law was violated.
Romero argues the letter supports the municipality’s position, since it neither found a violation nor halted the 60-year, roughly 950-space parking project.
The full NPS letter has not been made public; this account relies on each side’s characterization of its contents as reported by NotiCel and El Nuevo Día.
The project has drawn organized opposition since at least August, including a surfers’ protest and the human chain outside Balneario El Escambrón on Sept. 28.
