Only two companies submitted proposals to supply Puerto Rico’s next generation of ballot-scanning machines, CEE President Jorge Rivera Rueda told El Nuevo Día, in the latest round of a procurement process that has already been through one voided bid and two rounds of appeals.
Rivera Rueda identified the bidders as Liberty Vote USA — the company formerly known as Dominion Voting Systems — and Election Systems & Software. The Comisión Estatal de Elecciones plans confirmation meetings with both companies Oct. 7-9.
The solicitation, RFP-CEE-2026-07-A2, and its documents are posted on the CEE’s procurement page.
This is the CEE’s second attempt to award the contract. In August the commission rejected every proposal in the first round after finding that bidders had failed mandatory requirements; one could not post a bond and another did not submit required documents, El Vocero reported. Both companies have appealed aspects of the process, and Rivera Rueda told El Nuevo Día in late September that the pending appeals meant the CEE could not yet make a final award.
The commission is seeking about 10,500 machines for the 2028 primaries and general election and already owns about 6,050 bought for past elections, El Vocero reported in August. Commissioners said the new solicitation asks companies to offer purchase, financed-purchase and lease options.
