The Puerto Rico House of Representatives passed a bill Tuesday requiring AAA to automatically credit customers’ water bills whenever an outage lasts more than 72 hours, sending the measure to the Senate.
P. de la C. 1334, sponsored by Rep. José “Cheito” Hernández Concepción, passed 47 in favor to one abstention.
The bill would credit 4% of a customer’s base tariff for any outage exceeding 72 hours. AAA would have to inspect a reported break within 24 hours and begin repairs within 48, except in cases of force majeure. It would also require AAA to run a public online portal showing outage locations, causes and estimated restoration times.
The measure is separate from AAA’s automatic 50% credits for Condado and Santurce customers announced this week. Those cover a specific, already-identified group of accounts; P. de la C. 1334 would create an ongoing statutory credit tied to any future outage over three days, island-wide.
The bill now goes to the Senate.
