The Puerto Rico Energy Bureau ordered LUMA on Oct. 13 to show within eight weeks where 800 MW of temporary generation could connect to the grid, and warned of daily fines for each day the report is late.
The order, a Resolución y Orden issued in the Bureau’s docket NEPR-MI-2024-0005 on its priority plan to stabilize the power grid, was filed and notified Oct. 13. LUMA must deliver a technical report within eight weeks of that notification.
The report must offer at least one technically viable combination of interconnection points that could add 800 MW of net capacity. It must also include a schedule built so the generation could be producing and delivering power to the grid within six months of a contract being signed.
The order lists Aguirre, San Juan, Palo Seco, Costa Sur and Sabana Llana as the minimum set of interconnection points LUMA must evaluate, and tells LUMA to look for others, including Cambalache, Yabucoa and Mayagüez. It says evaluating sites other than Aguirre and Costa Sur is for planning purposes only and does not by itself authorize temporary generation there.
The Bureau warned that failing to comply could bring administrative fines for each day the report is late under Article 6.36 of Law 57-2014.
